民國八十二年元旦祝詞
中華民國81年12月31日

李總統登輝先生明天將發表民國八十二年元旦祝詞。總統誠懇呼籲台灣地區的全體同胞,「台灣經驗」的成就,固然已是中國人的驕傲,「台灣經驗」的繼續成長發皇,才是所有中國人真正的希望。

對於國際局勢的發展,總統也提出了他的觀點。總統說,我們應開拓更寬廣的國際視野。此不僅由於在日益頻繁的國際互動關係中,「逃避是一種可恥的行為,孤立是一種畏縮的心態」,同時隨著中華民國民主政治的推行與經濟力量的壯大,「我們正逐一開啟國際組織的大門,也必將承擔日益重大的國際責任」。

總統並在祝詞中呼籲中共當局,共向承擔此一時代的重任。國家的分裂是歷史的不幸。唯有秉持「天下為公」的精神,拋棄一切黨派個人之私,真正以中國的前途與中國人的福祉為念,才能彌合歷史的創傷,在民主、自由、均富的目標下,達成海內外所有中國人追求國家復歸統一的共同期盼。

總統發表的元旦祝詞全文為:

各位先生、各位女士:

今天是中華民國八十二年開國紀念日。我們以滿懷的欣慰與惕厲,回顧過去一年的進步與成就,我們更以滿懷的信心與期盼,迎接新年的來臨。

在過去一年中,最值得欣慰的,是憲政改革的如期完成,顯示我們能以合法、和平、安定的方式,凝聚國人對國家根本大法的共識,因應國家統一前的環境需求,順利將憲政體制,進行前瞻性的調整。此一改革的完成,配合「國家統一綱領」的訂定與「國家建設六年計畫」的推動,不僅為國家今後的發展,奠定了穩固的基礎,也規劃了具體的進程。

在一元復始的今天,展望當前的國內外情勢,我們可以明顯看到,隨著國際共產集團的瓦解,以意識形態為主導的世界秩序與權力結構,正面臨鉅大的改組與重建。以我中華民族源遠流長的歷史,深厚宏博的文化,幅員廣大的領域與聰慧勤奮的人民,必將在未來的國際社會中,承擔日益重大的責任。這是我們無可推卸的歷史使命。我們除應致力促進政治的民主和諧,經濟的繁榮進步,文化的復興再造與國家的團結統一之外,尤當破除共產制度的枷鎖與故步自封的心態,俾為民族的尊榮發展,奠立可大可久的鴻基。這是每一個有志氣、有抱負的中國人所應共同面對與努力的課題。

因此,登輝願在此誠懇呼籲台灣地區的全的同胞,「台灣經驗」的成就,固然已是中國人的驕傲,「台灣經驗」的繼續成長發皇,才是所有中國人真正的希望。在憲政改革的架構確立之後,我們唯有不斷充實民主內涵,厚植法治觀念,健全政黨政治,促進社會和諧,使民意能充分顯現,民生能有效改善,才是自立立人、開創新局的首要之圖。

其次,我們應開拓更寬廣的國際視野。此不僅由於在日益頻繁的國際互動關係中,逃避是一種可恥的行為,孤立是一種畏縮的心態,同時,隨着中華民國民主政治的推行與經濟力量的壯大,我們正逐一開放國際組織的大門,也必將承擔日益重大的國際責任。面對此一開展中的新情勢,我們不應以海峽的鴻溝自限,而當以更開闊的襟懷,更宏遠的氣魄,昂頭挺胸,欣然趨前,為世界新秩序的建立,提供更大的貢獻。

最後,登輝要呼籲中共當局,共同承擔此一時代的重任。國家的分裂是歷史的不幸。唯有秉持「天下為公」的精神,拋棄一切黨派個人之私,真正以中國的前途與中國人的福祉為念,才能彌合歷史的創傷,在民主、自由、均富的目標下,達成海內外所有中國人追求國家復歸統一的共同期盼。

各位先生、各位女士:我們何幸能生逢在此一偉大的時代裏。在國家建設飛躍成長的過程中,我們不是沒有患難,但患難只有催化我們成熟;我們不是沒有挫敗,但挫敗只有激發我們的豪情,使我們能以更謙虛穩健的步伐邁向成功。當此國家發展即將進入新階段的時刻,讓我們人人以身為堂堂的中華民國國民為榮,人人以促進中華民國的進步為任,大家攜手連心,共同為開創國家統一的新局,迎接中華民族新時代的早日到來而努力。

Ladies and Gentlemen: 

Today is the eighty-second founding anniversary of the Republic of China. As we look back at the past year, we feel highly gratified and encouraged for the progress and achievements made; and, as we welcome in the arrival of a new year we are fully confident and more aspiring. 

What gives us the greatest gratification in the past year is that constitutional reforms were completed on schedule. This demonstrates our ability to build, in a legal, peaceful, and stable manner, a consensus among our people regarding our country's highest basic law in response to the demands of our pre-unification environment, thereby successfully completed a number of forward-looking adjustments in our constitutional system. The completion of these reform measures, coupled with the drafting of the “Guidelines for National Unification” and the launching of the “Six-Year National Development Plan,” has served to lay a firm foundation, and to draw up a concrete flow chart, for our future national development. 

On this new year day, as we review the current domestic and international situational, we find out that, following the dissolution of the international communist blocs, the world order and power structure previously dominated by ideology now face major change and restructuring. The Chinese nation, with its long, unbroken history, rich and fine culture depth, huge expanse of land area, and intelligent, hardworking people, is sure to assume an ever important role among the nations in the forthcoming decades. This is our unshirkable historical mission. In addition to working towards political democracy and harmony, economic prosperity and progress, cultural renaissance and innovation’ and national solidarity and unity, we must especially dedicate ourselves to smash the shackles of communism and do away with its self-restricting mindset, so as to lay a firm and lasting foundation for the dignity and development of our people. This is the common objective that all Chinese of will and ideals must aim and work to attain. 

Therefore, I sincerely call upon all my countrymen in the Taiwan area that while the achievements of the “Taiwan experience” are by now the pride of all Chinese people, it is only if the “Taiwan experience” can continue to grow and develop that we Chinese will truly have hope. Once a framework for constitutional reform is established, we must continue to enrich the content of democracy and firmly cultivate the concept of rule of law so as to pave the way for the sound operation of partisan politics, to promote social harmony, to give full expression to the will of the people, and to effectively improve the people's livelihood. This is our primary concern in “helping others to stand up by our own standing up first,” as we take the full initiative in creating our own future. 

Again, we should expand our international horizons. This is not only because, in the increasingly close interactions of the international community, escapism is a shameful kind of behavior, and isolationism a coward mindset; but also, with the implementation of democracy in the Republic of China and the ROC's growing economic strength, we are gradually opening the door to more active participation in international organizations, and we are sure to take on increasingly greater international responsibilities. Faced with this new, developing situation, we should not let ourselves be confined by the Taiwan Straits. We should with an even broader mind and greater breadth of spirit raise our heads high and march boldly forward to make an even greater contribution toward the establishment of the new world order. 

Finally, I should like to urge the Chinese communist authorities to share with us the huge responsibilities of our times. The division of our country was a misfortune of history. Only by adhering to a spirit of ''the whole world is but one big Commonwealth" and casting aside all partisan and personal self-interests, making the future of China and the well-being of the Chinese people our true goal can we heal this wound of history, and, with democracy, freedom, and equitable prosperity as our objectives, achieve the common aspiration for national unification of all Chinese at home and abroad. 

Ladies and Gentlemen: how fortunate we are to be in this great time. It is not as though we encountered no hardship and crisis in the process of our rapid national growth and development; yet hardships and crises have only served as a catalyst to make us all the more mature. It is not as though we have not tasted defeat; yet defeats serve only to stimulate our high boldness, so that we can move with deeper humility and firmer steps toward success. As our national development approaches the threshold of another new phase, let us all take pride in being citizens of the Republic of China; let us all make it our personal responsibility to promote the progress of the Republic of China; let us all join hands and hearts to work towards achieving national unification and an earl y arrival of a new era for the Chinese people . 

Let us wish a bright and prosperous future for our country, the Republic of China. And I wish a very happy new year to each one of you. Thank you.
