　　總統府公共事務室李主任南陽今天下午在總統府主持記者會，說明總統已再度致函聯合國秘書長潘基文及聯合國安理會輪值主席王光亞，代表我國表達對聯合國秘書處逾權將我國申請函件退回的遺憾與不滿，並要求聯合國秘書長重新考慮處理我國入會申請案。
　　李主任表示，陳總統在7月18日代表台灣2300萬人民致函聯合國秘書處潘基文秘書長，提出以台灣名義加入聯合國的訴求，雖然遭到聯合國秘書處退回，但是我們並不氣餒。總統在7月27日再度致函潘基文及聯合國安理會輪值主席王光亞，代表我國表達對聯合國秘書處逾權將我國申請函件退回的遺憾與不滿，並要求聯合國秘書長重新考慮處理我國入會申請案。這兩份函件連同外交部黃部長致潘基文秘書長函在昨天臺北時間 (7月31)日晚間，也就是紐約時間7月31日上午，由我友邦索羅門及史瓦濟蘭駐聯合國常任代表，遞交給聯合國秘書處及安理會主席秘書。
　　李主任指出，依據聯合國相關規定，只有聯合國安理會及大會有權審議及決定新會員入會申請案，聯合國秘書長或秘書處並無篩選過濾申請案之權限。聯合國秘書處前此不僅錯誤援引2758號決議，拒絕處理台灣入會申請案，更進一步擴張解釋該決議，認為臺灣是中華人民共和國的一部分。事實上，2758號決議並沒有賦予中華人民共和國在聯合國代表臺灣2300萬人民的權利，更沒有提到臺灣是中華人民共和國的一部份。所以總統兩次致函主要目的在促使國際社會重視臺灣2300萬人民在聯合國代表權問題，以爭取臺灣人民平等參與國際社會與國際事務的權利。李主任強調，推動加入聯合國是政府回應臺灣人民高度期待的既定政策，在民意敦促下，政府將繼續努力讓國際社會正視我們是主權獨立國家的客觀事實。
　　李主任並呼籲，臺灣人民爭取加入聯合國的期望與訴求，應受到聯合國及國際社會的高度重視。聯合國秘書處應依據聯合國相關規定與程序，重新考慮臺灣的入會申請。而政府也會審慎研議後續推動工作，鍥而不捨推動本案，以使臺灣人民能早日與其他國家人民一樣，享有參與國際事務的權利。

　　It is regrettable that on July 23, 2007, the UN Secretariat, citing Resolution 2758 as its basis, denied Taiwan’s application for United Nations membership, which I submitted on behalf of the 23 million people of Taiwan.
　　I must point out that Resolution 2758 neither grants China the right to represent Taiwan’s 23 million people at the United Nations, nor states that Taiwan is either a part of China or the People’s Republic of China.
　　My country, Taiwan, is an independent sovereign nation and our people have the right, as stipulated in the UN Charter, to participate in the United Nations.
　　Furthermore, according to the rules of the United Nations, only the Security Council and the General Assembly have the authority to review and decide on UN membership applications. The UN Secretariat does not have the power to decide on such matters.
　　The people of Taiwan wish to join the United Nations. Taiwan is willing and able to fulfill membership obligations and to make greater contributions to world peace, justice and prosperity. As president of Taiwan, I must remind you that such aspirations and noble pursuit deserve due respect, and our membership application should be duly processed in accordance with relevant rules of procedure of the United Nations. I hope you will reconsider your decision and I look forward to hearing from you.

秘書長閣下：
　　2007年7月23日，本人代表台灣二千三百萬人民提出的聯合國入會申請書，遭聯合國秘書處以聯合國第2758號決議案為由逕予退回，對此甚表遺憾。
　　本人必須嚴正指出，聯合國第2758號決議案並未賦予中華人民共和國在聯合國代表台灣二千三百萬人民的權利，更未提到台灣係中華人民共和國的一部分。
　　台灣是個主權獨立國家，依照聯合國憲章台灣人民有權參與聯合國。
　　依據聯合國相關的規定，新會員入會案應由聯合國安理會及大會審議決定，聯合國秘書處並無篩選與過濾的權力。
　　台灣人民渴望成為聯合國的一員，履行身為國際社會成員應有的義務，為人類的進步、公義與和平做出建設性的貢獻。身為台灣的總統，本人必須提醒秘書長閣下，尊重並正視台灣人民加入聯合國的強烈意願，並依據聯合國相關規定與程序，處理台灣的入會申請。希望閣下重新考慮並期待能盡快聽到您的回覆。

　　It is regrettable that Taiwan’s application for UN membership, which I submitted on behalf of Taiwan’s 23 million people and in my capacity as President, was rejected by the UN Secretariat on July 23, 2007.
　　In accordance with the rules of the United Nations, the Security Council and the General Assembly are the sole bodies with the authority to review and determine the outcome of applications for UN membership. As such, the UN Secretariat does not have the discretion to reject outright the application made by Taiwan. In so doing, it is depriving the membership of its right to decide on the admission of new members.
　　The Purpose of the United Nations is to maintain international peace and security, to develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, and to achieve international cooperation. Taiwan subscribes to this purpose and is willing and able to fulfill the obligations expected of UN members.
　　The will of the people of Taiwan to join the United Nations and to make greater contributions to peace, justice and prosperity in the world deserves every respect. I hereby direct my request to Your Excellency in your capacity as President of the Security Council that Taiwan’s application for UN membership be duly processed in accordance with relevant rules of procedure of the United Nations.
